G8 Summit begins : Concerns over Economic slowdown

Amidst concerns of the global slowdown,the leaders of the world's most developed countried met at  L'Aquila, in the region devastated by an earthquake in April, urging fellow world leaders to avoidPicture complacency about the prospects for growth, jobs and investment
India and G8: PM had gone to Italy to attend the Summit meeting of the G-8 and G-5 countries being hosted in the city of L’Aquila on July 9-10 by the Italian Presidency of the G-8. He will also attend a meeting of the leaders of the G5 group of countries (Brazil, China, India, Mexico and South Africa). This will be an occasion for projecting India’s views on major global issues relating to the world economic and financial crisis and its impact on development, food security, energy security and climate change, international trade negotiations and reform of international institutions. As part of the G-8 related events, PM wiPicturell also participate in the meetings of the Major Economies Forum on Trade Matters and Climate Change, as well as a meeting on food security being organized by Italy with the participation of several African nations. The global financial and economic slowdown that we are witnessing is particularly detrimental for the development objectives of developing countries such as India. This has not been a crisis of our making, but we have had to bear its consequences. The slowdown in the advanced economies has affected our exports, strengthened protectionists sentiments and impacted credit and capital flows. We would therefore like to see a concerted and well coordinated global response to address systemic failures and to stimulate the real economy. In the longer run, we would like to see a much higher level of stability and sustainability in the growth patterns of the developed world, and in international financial governance. The issues of food security, energy security and climate change are closely interlinked. They have to be approached as a single undertaking if we are to give meaning to the concept of sustainable development. Climate change will be an important subject of discussion. It is the developing countries that are the worst affected by climate change. What we are witnessing today is the consequence of over two centuries of industrial activity and high consumption lifestyles in the developed world. They have to bear this historical responsibility. India will actively participate in the international negotiations on climate change within the framework of the United Nations Framework Convention on Climate Change and the Bali Action Plan.

During his visit, he will look forward to having bilateral meetings with the leaders of Italy, Angola, Germany, Japan and the UK.

Highlights of the union budget

 The Union Finance Minister Pranab Mukherjee tabled the Budget 2009-10 in the parliament while promising that the government would return to fiscal responsibility targets "at the earliest".

Total spending in the 2009-10 budget will rise to 10.2 trillion rupees, up 36 percent from 2008-09.

The markets had been expecting the fiscal deficit in the 2009-10 budget presented in the parliament today to rise to as high as 6.5 percent of GDP, from a previous government target of 5.5 percent.

 Delhi High Court decriminalises Homosexuality

In a highly controversial ruling Delhi High Court pronounced that outlawing homosexuality was a "violation of fundamental rights" (right to equality), while the process of repealing Section 377 of the Indian Penal Code is being discussed by the PM along with other Senior Cabinet Ministers.

Section 377. Unnatural offences

Whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal, shall be punished with 1[imprisonment for life], or with imprisonment of either description for term which may extend to ten years, and shall also be liable to fine.

Explanation. -Penetration is sufficient to constitute the carnal intercourse necessary to the offence described in this section
1. Subs. by Act 26 of 1955, sec.117. and sch., for "transportation for life" (w.e.f. 1-1-1956).

The court said that a statute in Section 377 of the Indian Penal Code, which defines homosexual acts as "carnal intercourse against the order of nature" and made them illegal, was an "antithesis of the right to equality".

He said, according to the information obtained under the Right to Information Act, 60 statues of elephant, the election symbol of Ms. Mayawati’s Bahujan Samaj Party, were installed at a cost of Rs. 52.20 crore by misusing public funds. Such expenditure violated the various circulars of the Election Commission. Senior counsel U.U. Lalit, appearing for the State government, said there was no diversion of funds.
Yemnia Airplane crashes in Indian Ocean

Detecting salty ice indicates that Saturn's moon Enceladus, which primarily replenishes the ring with material from discharging jets, could harbor a reservoir of liquid water -- perhaps an ocean -- beneath its surface.

 CCEA approves an increase of about Rs 25 a quintal in the minimum support price for sugarcane for 2009-2010

The Cabinet Committee on Economic Affairs has approved the Statutory Minimum Price (SMP) of sugarcane for 2009-2010 sugar season at Rs.107.76 per quintal of sugarcane where the recovery rate is higher than 9.5% a premium of Rs.1.13 for every 0.1 percentage point increase in recovery will be given.

The SMP of sugarcane for 2008-2009 sugar season was Rs.81.18 per quintal linked to a basic recovery of 9% subject to a premium of Rs. 0.90 for every 0.1% increase in the recovery above that level.
